Yossi Offer is a strategic planning and local development specialist. He is a cofounder & executive director of InterLoc Development Ltd. – a boutique consulting company working with local authorities, NGOs and government and international development agencies in Israel and in developing countries. Yossi has been working in Israel's Project Renewal and as a founder and director of a Municipal Strategic Planning Unit in Israel. He was also director of project development for an international development NGO and as director of training of an international development training institutions. Yossi has extensive experience in project design and development, strategic planning, institutional development and capacity building in Africa, Asia, Latin America and South East Europe.
His MA from the Technion – Israel Institute of Technology is in Urban & Regional Planning and his BA is in Geography from the Hebrew University. In Glocal program Yossi teaches project design - "Development in Practice: Mini Practicum"
