Legal proportionality is one of the most important principles for adjudicating among conflicting values. However, rather little is known about the factors that play a role in the formation of proportionality judgments. This research presents the first empirical analysis in this regard, relying on a sample of 331 legal experts (lawyers and legal academics). The policy domain addressed by the experiment is the antiterrorist military practice of targeted killings, which has been the subject of a legal debate. Our experimental findings suggest that proportionality judgments are receptive to normatively relevant facts. We also find strong correlational evidence for the effect of ideological preferences on such judgments. These results are consistent for two proportionality doctrines. We suggest that proportionality judgment is anchored jointly in the experts’ policy preferences and the facts of the case. We outline the implications of the findings for the psychological and legal literature.
Femicide—the killing of a female because of her gender—is becoming an increased object of sociological enquiry, rectifying years of invisibility. The article presents results from ethnographic interviews with three migrant women who survived “failed femicides.” A “failed femicide” is defined as an attempted femicide where the medical examination of the victim confirmed a life-threatening event, the victim had been hospitalized in emergency, and she or the perpetrator had described the event as an attempted murder. It is argued that failed femicides should be added to the growing literature on domestic violence, on the one hand, and femicide, on the other. The article presents narratives from three survivors of failed femicide attempts among Ethiopian female migrants in Israel. They present an interesting contrast to large-scale, quantitative, ethnocentric, male-oriented studies of femicide focusing on Western women. Since few women actually survive femicide attempts, the nature of the small sample should not deter the scholar from the depth of migrant women’s plights.
The survivor narratives were analyzed by means of thematic analysis. The analysis produced five key categories: village society in Ethiopia; cycle of domestic violence; motive; weapon; and recourse to authorities. The themes provided understanding into these migrant women’s subjective experiences and the ways they understood events. While no generalizations can be made, the article may encourage comparisons with other failed femicide survivor narratives from other migrant women originating and residing in different settings. With the increase of migrants the world over, non-Western survivor narratives may become an increasingly important tool for policy-makers and for academics to understand how femicides occur, how migrant women perceive them, and how they can be combated
Irrigation with reclaimed wastewater may result in the ubiquitous presence of pharmaceutical compounds (PCs) and their metabolites in the agroecosystem. In this study, we focused on two highly persistent anticonvulsant drugs, lamotrigine and carbamazepine and two of its metabolites (EP-CBZ and DiOH-CBZ), aiming to elucidate their behavior in agricultural ecosystem using batch and lysimeter experiments. Sorption of the studied compounds by soils was found to be governed mainly by the soil organic matter level. Sorption affinity of compounds to soils followed the order lamotrigine > carbamazepine > EP-CBZ > DiOH-CBZ. Sorption was reversible, and no competition between sorbates in bi-solute systems was observed. The results of the lysimeter studies were in accordance with batch experiment findings, demonstrating accumulation of lamotrigine and carbamazepine in top soil layers enriched with organic matter. Detection of carbamazepine and one of its metabolites in rain-fed wheat previously irrigated with reclaimed wastewater, indicates reversibility of their sorption, resulting in their potential leaching and their availability for plant uptake. This study demonstrates the long-term implication of introduction of PCs to the agroecosystem.
Cat feeders serve as an important source of available food for free-roaming cats (FRCs) and can play a central role in providing data on FRC distribution, welfare, and health. Data on cat feeder personalities as well as a better understanding of their feeding practices offer relevance for decision making concerning FRC population control strategies. The current study surveyed 222 FRC feeders who responded to a municipal trap-neuter-return (TNR) campaign in an Israeli central urban setting. The aim of the study was to describe their personal characteristics, feeding practices, and the FRC populations they feed. Feeders were divided into four groups according to the number of cats they claimed to feed per day (group 1: fed up to 5 cats, group 2: fed 6-10 cats, group 3: fed 11-20 cats, and group 4: fed ≥21 cats). Most feeders were women (81%), with a median age of 58 years (range 18-81). The feeders reported an overall feeding of 3337 cats in 342 different feeding locations. Feeders of group 4 comprised 15.31% (n = 34) of all feeders but fed 56% (n = 1869) of the FRC in 37.42% (n = 128) of the feeding locations. "Heavy" feeders (groups 3 and 4) reported that they traveled significantly longer distances in order to feed the cats. Commercial dry food consisted of 90% of the food they provided, with 66% of them feeding once a day, with less food per cat per day than the other feeder groups. Interestingly, "heavy" feeders were usually singles, had on average fewer siblings, a clear preference for owning cats as pets, and lived in lower income neighborhoods. According to the feeders' reports on the FRC populations they fed, 69.7% (2325/3337) cats were neutered and 11.8% (395/3337) were kittens. In addition, they reported that 1.6% (54/3337) of the cats were limping, 2% (67/3337) suffered from a systemic disease, 4% (135/3337) had skin lesions, and 3.9% (130/3337) were suffering from a chronic disability. Abundance of kittens and morbidity rate were significantly and negatively associated with neutering rate. These findings are in accordance with the suggestion that neutering may potentially improve cat welfare by reducing morbidity. Collaboration by the authorities with these heavy feeders, who represent a small number of FRC feeders and feed substantial FRC numbers, may be significant for the control and monitoring of FRC populations and their resources.

Spectrally dispersed light from a fine resolution waveguide grating router (WGR) of 25-GHz free spectral range that radiates to free space is spatially filtered at 1 GHz optical resolution and 50 MHz spectral addressability using a liquid crystal on Silicon (LCoS) spatial light modulator (SLM). Fabrication imperfections leading to phase errors on the 32 waveguide arms of the WGR are corrected using a UV pulsed laser to inscribe permanent optical path changes to the waveguides. WGR phase errors are permanently trimmed waveguide-by-waveguide with an excimer laser by inducing stress in the glass cladding above the waveguide for coarse setting and using the photosensitivity effect for fine setting. The WGR was then mated with an LCoS SLM located at the Fourier plane to form a photonic spectral processor, for arbitrary spectral amplitude and phase manipulations.
