- Welcome from Hebrew and Essex Universities.
- Introductions from participants.
10:45 – 13:00- Presentations & Initial Discussion
- Presentations by a number of participants.
- Initial discussion on topics arising. One key point of interest is how to ensure divergent viewpoints or ‘points of friction’, in the absence of a more traditional adversarial process.
13:00 – 13:45- Lunch
- Lunch will be held in the meeting room, or adjacent.
13:45 – 15:15- Perspectives on Oversight and Authorisation
- What is required of agencies, in terms of how a request for authorisation is formulated?
- Can best practice be identified with respect to how agencies present their case, particularly in terms of the necessity requirement, and available alternatives?
- How does authorisation occur in jurisdictions present?
- Canvas opinions regarding the UK ‘double lock’ procedure, and the appropriate level of review that should be conducted by the Investigatory Powers Commissioners.
- What is the appropriate relationship between the authorisation process and subsequent review/investigation of agency practice? Is there a risk that review could be used to mitigate the risk of more uncertain authorisations?

- What internal procedures do agencies have in place to ensure compliance?
- How do internal procedures relate to national oversight mechanisms?
- Has oversight affected the work, including effectiveness, of different agencies? Is there a danger that agencies are becoming risk averse?
