Like all contracts on behalf of the University with external entities, contracts relating to research and development, too, are subject to Administrative Directive 21-005. Researchers and administrative staff involved in executing or managing research activities must ensure compliance with the following instructions:

•  A principal investigator in a research budget funded by virtue of a contract must be familiar with his obligations under the contract and must comply with them.
• The Authority for Research and Development must be notified of any concern about the ability to comply with the terms of the contract.
• Any contract with a person using the research budget is the responsibility of the principal investigator, and will be made in coordination with the relevant entities:

 - Administrative employment – through the Human Resources Division

 - Academic employment or guest researchers – through the office of the faculty dean;

 - Scholarships - through the Academic Secretariat, the office of the faculty dean and the secretariat of the unit.

 A researcher who is operating in the framework of a consortium contract must send the Authority for Research and Development any notice or determination of the research coordinator regarding fulfillment of the contract, particularly with respect to monetary transfers between the partners.

•  In relation to research where the contract is signed by Yissum Co., the research segment that is allocated to the University will be anchored in a contract between Yissum and the Authority for Research and Development.
• No external contractor or supplier may be given rights of action in research budgets.
• The Authority for Research and Development deals with specific research agreements at the level of the researcher, such as: research grants, research collaborations, transfer of materials, transfer of data, intellectual property agreements etc. The Office of the Legal Advisor of the University is closely involved in the process of signature of these agreements
