Thibault Moulin
Dr Thibault Moulin is currently an Associate Professor at the Catholic University of Lyon (France). His research interest focuses on the regulation of new technologies, in particular the application of international law to cyber-threats, artificial intelligence, human enhancement and neurotechnology. He is also interested in other aspects of international law, like legal sources and the fight against impunity.
Dr Moulin grew up in a small alpine village near Saint-Jean-de-Maurienne. He holds a PhD (Law - 2018) from the University of Manchester and a French Doctorate (International Law - 2018) from Grenoble-Alps University. His doctoral thesis was about cyber-espionage and international law. Following the submission of his thesis, he moved to Israel and served as a a Postdoctoral Research Fellow at the Hebrew University of Jerusalem (from March 2018 to August 2019). In this context, he worked with Prof Noam Lubell and Prof Yuval Shany about the Regulation of Military Applications of Cybernetic Human Enhancement.
Dr Moulin is the author of several articles in peer-reviewed legal journals and monographs.
